    Prepare the Cream Cheese Dip

    In a mixing bowl, combine the cream cheese, chopped green onions, and chopped bell peppers. Mix well until everything is combined and the mixture is smooth.

    Transfer the cream cheese mixture to a serving bowl and serve with tortilla chips on the side for dipping.

    Cook the Pasta

    In a large pot, bring salted water to a boil. Add the pasta and cook according to package instructions until al dente. Drain and set aside.

    Brown the Ground Beef

    In a large skillet, over medium heat, add the ground beef. Cook until browned, breaking it apart with a spatula, about 7-10 minutes. Drain excess fat.

    Combine Ingredients

    Add marinara sauce, garlic powder, salt, and black pepper to the browned beef. Stir until everything is well combined and heated through, about 5 minutes.

    Add the cooked pasta to the beef and sauce mixture. Stir well to combine. Sprinkle shredded cheese over the top and cover until melted, about 3-5 minutes.
