Make the Dough

    Prepare the Dough

    In a large bowl, mix the all-purpose flour and salt. Gradually add water until a dough forms. Knead the dough for about 5 minutes until smooth. Cover and let it rest for 30 minutes.

Prepare the Filling

    Sauté the Filling

    In a skillet, heat the oil over medium heat. Add the chopped onion and garlic; sauté until translucent. Add the ground beef, salt, pepper, and cumin. Cook until the beef is browned. Remove from heat and let it cool.

Assemble the Dumplings

    Form the Dumplings

    Roll out the dough on a floured surface to about 1/8 inch thick. Cut into circles (about 3 inches in diameter). Place a spoonful of filling in the center of each circle. Fold the dough over to create a half-moon shape and pinch the edges to seal.

Steam the Dumplings

    Steam Mantu

    Place the dumplings in a steamer basket lined with parchment paper. Steam over boiling water for about 25-30 minutes.

Make the Yogurt Sauce

    Prepare the Sauce

    In a bowl, mix the yogurt, minced garlic, salt, and dried mint until well combined.

Serve

    Plate and Garnish

    Serve the steamed mantu drizzled with yogurt sauce, topped with green peas and chopped cilantro.
