Prepare the Ribs
Start by rinsing the pork ribs under cold water and patting them dry with paper towels. Remove the membrane from the back of the ribs if it's still attached.

Create the Dry Rub
In a bowl, combine salt, black pepper, paprika, garlic powder, onion powder, brown sugar, and cayenne pepper. Mix well to create a dry rub.

Apply the Dry Rub
Generously coat both sides of the ribs with the dry rub mixture. Make sure all surfaces are well covered. Let the ribs sit at room temperature for 30 minutes to allow the flavors to penetrate.

Preheat the Oven
Preheat your oven to 300°F (150°C).

In a bowl, mix together the apple cider vinegar and water. This will be used to keep the ribs moist during cooking.

Place the ribs on a large baking sheet lined with aluminum foil. Pour the apple cider vinegar mixture over the ribs, then cover them tightly with another sheet of aluminum foil.
