Prepare the Chicken
Cut the chicken breast into bite-sized pieces and season with salt and black pepper. Set aside.

Soak Dried Chilies
Soak the dried red chilies in warm water for about 10 minutes to soften them. Drain and set aside.

Toast the Szechuan Peppercorns
In a dry skillet over medium heat, toast the Szechuan peppercorns for about 2 minutes until fragrant. Remove from the skillet and crush lightly.

In the same skillet, heat 2 tablespoons of vegetable oil. Add the chicken pieces and stir-fry for about 5-7 minutes until cooked through. Remove and set aside.

Add the remaining tablespoon of oil to the skillet. Add the diced onion, green bell pepper, minced garlic, and ginger. Stir-fry for 3-4 minutes until vegetables are tender but still crisp.
