Prepare the Potatoes
Peel the potatoes and cut them into thick fries. Soak them in cold water for at least 30 minutes to remove excess starch.
Make the Batter
In a large bowl, mix together the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the cold sparkling water until the batter is smooth and slightly thick.
Heat the Oil
In a large pot or deep fryer, heat the vegetable oil to 350°F (175°C).
Fry the Potatoes
Drain the soaked fries and pat them dry with a paper towel. Fry them in the hot oil in batches until golden brown, about 4-5 minutes per batch. Remove from oil and drain on paper towels. Season with salt.
Fry the Halibut
Dip the halibut fillets into the batter, allowing excess to drip off. Carefully place them in the hot oil and fry until golden brown and cooked through, about 5-7 minutes. Remove and drain on paper towels.
Serve
Serve the fish and chips hot with malt vinegar and lemon wedges on the side.
