Preparation of Filling

Chop Vegetables
Finely chop the carrot, cabbage, bell pepper, and green onion. Place them in a large mixing bowl.

Season the Filling
Pour in the soy sauce and sesame oil. Mix everything thoroughly to ensure the vegetables are well coated.
Assembling Spring Rolls

Prepare the Wrapper
Lay a spring roll wrapper on a clean, dry surface with one corner facing you.

Fill the Wrapper
Place about 2 tablespoons of the vegetable filling in the center of the wrapper.

Roll and Seal
Fold the bottom corner of the wrapper over the filling, then fold in the sides, and continue rolling tightly until sealed. Use a little water to help seal the edge if necessary.
Frying

Heat Oil
In a large frying pan or wok, heat the vegetable oil over medium-high heat until hot.

Fry the Spring Rolls
Carefully place the spring rolls in the hot oil, a few at a time. Fry until golden brown and crispy, about 3-4 minutes on each side.

Drain and Cool
Remove the spring rolls from the oil and place them on paper towels to drain excess oil. Allow them to cool slightly before serving.
