    Make the Dough

    In a large mixing bowl, combine the all-purpose flour and salt. Add the vegetable oil and mix until the mixture resembles coarse crumbs. Gradually add water, kneading until a smooth and firm dough forms. Cover the dough with a damp cloth and let it rest for 30 minutes.

    Prepare the Filling

    In a skillet, heat 1 tablespoon of vegetable oil over medium heat. Add cumin seeds and let them splutter. Add chopped onions and sauté until they become translucent. Stir in ginger and green chili, cooking for another minute. Add the mashed potatoes, green peas, coriander powder, turmeric powder, garam masala, and salt. Mix well and cook for 5 minutes. Remove from heat and stir in chopped cilantro. Allow the filling to cool.

    Assemble the Samosas

    Divide the rested dough into small balls. Roll out each ball into a thin oval shape. Cut the oval in half to form two semicircles. Take one semicircle and form a cone by bringing the straight edges together, sealing the edge with a little water. Fill the cone with the vegetable filling, then seal the open edge by pinching it together. Repeat for all dough balls.

    Fry the Samosas

    In a deep frying pan, heat the vegetable oil over medium heat. Once the oil is hot, carefully drop in the prepared samosas in batches, ensuring not to overcrowd the pan. Fry until they are golden brown and crispy, about 5-7 minutes. Remove the samosas using a slotted spoon and drain on paper towels.
