In a skillet over medium heat, add a tablespoon of oil. Once hot, add the hashbrowns and cook until crispy, about 5-7 minutes. Stir occasionally to ensure even cooking. Season with salt and pepper to taste.

In a small saucepan, heat the refried beans over low heat until warmed through, stirring occasionally to prevent sticking. This should take about 5 minutes.

Warm the Tortilla
In a dry skillet, warm the flour tortilla over medium heat for about 15-30 seconds on each side, or until soft and pliable.

Assemble the Dish
On a large plate, place the warmed flour tortilla. Add a portion of the hashbrowns and warmed refried beans beside the tortilla. Carefully place the cheesy eggs and green chile mixture on top of the tortilla.
