Make the Dough
In a large bowl, combine the flour and salt. Gradually add water while mixing until a smooth dough forms. Knead for about 5 minutes until elastic. Cover with a damp cloth and let it rest for 30 minutes.

Prepare the Filling
In another bowl, mix ground pork or chicken, green onions, garlic, ginger, soy sauce, sesame oil, and black pepper until well combined.

Form the Dumplings
Divide the dough into small balls (about the size of a golf ball). Roll each ball into a thin circle. Place a spoonful of filling in the center, fold the dough over, and pinch the edges to seal. Repeat with the remaining dough and filling.

Cook the Dumplings
You can either steam or boil the dumplings. To steam, place them in a steamer basket over boiling water for about 15 minutes. To boil, cook in boiling water for about 5-7 minutes until they float.

Serve the dumplings hot with soy sauce or your favorite dipping sauce.
