Rinse the shrimp under cold water and pat them dry with paper towels. Set aside.

In a large bowl, combine the all-purpose flour, cornstarch, baking powder, salt, black pepper, garlic powder, and onion powder. Whisk together until well mixed.

Gradually add the cold water to the dry ingredients, whisking until the batter is smooth and free of lumps.

In a deep frying pan or pot, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).
