Prepare the Seafood
Rinse the tilapia fillets and shrimp under cold water. Pat them dry with paper towels and set aside.

Prepare the Batter
In a large mixing bowl, whisk together the all-purpose flour, cornstarch, baking powder, salt, and black pepper. In a separate bowl, beat the egg and then add the cold water. Mix the wet ingredients into the dry ingredients until well combined and smooth.

Heat the Oil
In a deep frying pan or pot, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C). Use a thermometer to monitor the temperature.

Coat the Seafood
Dip each tilapia fillet and shrimp into the batter, ensuring they are completely coated.

Fry the Seafood
Carefully place the battered tilapia fillets and shrimp into the hot oil. Fry in batches to avoid overcrowding. Cook for about 3-4 minutes or until the coating is golden brown and the seafood is cooked through.

Drain and Serve
Using a slotted spoon, remove the fried seafood from the oil and place them on a plate lined with paper towels to drain excess oil. Serve hot with lemon wedges and tartar sauce.
