Preparation of Sauce

Make the Sauce
In a medium saucepan, combine the tomato sauce, chili powder, garlic powder, onion powder, salt, and water. Mix well and bring to a simmer over medium heat. Let it simmer for about 10 minutes, stirring occasionally, then remove from heat.

Prepare the Enchiladas
Preheat your oven to 350°F (175°C). Take a corn tortilla and spread a tablespoon of refried beans on one side. Add a generous amount of shredded cheese (about 2 tablespoons) on top of the beans. Roll the tortilla tightly and place it seam-side down in a greased baking dish. Repeat this process until all tortillas are filled and placed in the dish.

Add Sauce
Pour the prepared sauce evenly over the assembled enchiladas in the baking dish, ensuring all tortillas are well-coated.
Baking and Serving

Bake the Enchiladas
Cover the baking dish with aluminum foil and bake in the preheated oven for 20 minutes. After 20 minutes, remove the foil and bake for an additional 10 minutes, or until the cheese is bubbly and slightly golden.

Once baked, remove the enchiladas from the oven and let them cool for a few minutes. Serve topped with sour cream, chopped cilantro, and sliced jalapeños.
