    Once cool, mash the potatoes in a large bowl until smooth. Avoid over-mashing to keep some texture.

    Add the flour, cornstarch, salt, black pepper, garlic powder, and onion powder to the mashed potatoes. Mix until well combined.

    Form the Tater Tots

    Take small portions of the potato mixture and roll them into small cylinders or tater tot shapes.
