Heat the Oil
In a deep pan, heat vegetable oil to 350°F (175°C) for frying.

Pipe the Churros
Fill a piping bag fitted with a star tip with the churro dough. Pipe 5-inch strips of dough directly into the hot oil, cutting them with scissors.

Fry the Churros
Fry the churros until golden brown, about 2-3 minutes per side. Remove them from the oil and drain on paper towels.

Melt the Chocolate
In a small saucepan over low heat, melt dark chocolate with milk, stirring until smooth.

Whip the Cream
In a mixing bowl, beat heavy cream with an electric mixer until soft peaks form. Gradually add dulce de leche, powdered sugar, and vanilla extract, continuing to beat until stiff peaks form.
