Prepare the Rio Grande Sauce
In a saucepan, combine tomato sauce, chili powder, cumin, garlic powder, onion powder, salt, and water. Bring to a simmer over medium heat and let it cook for about 10 minutes, stirring occasionally. Set aside.

Cook the Filling
In a large bowl, whisk together eggs, milk, salt, and black pepper. In a skillet, sauté onion and bell pepper until softened. Add in the crumbled sausage and cook for another minute. Pour in the egg mixture and scramble until fully cooked. Stir in cheese until melted.

Assemble the Burritos
Warm the tortillas in a dry skillet or microwave. Place a generous portion of the filling in the center of each tortilla, fold in the sides, and roll tightly. Repeat with remaining tortillas.

Place the assembled burritos on a plate and drizzle with the Rio Grande sauce. Enjoy!
