Cook the Pasta
In a large pot, bring salted water to a boil. Add elbow macaroni and cook according to package instructions until al dente. Drain and set aside.

Make the Meatballs
In a large bowl, combine ground beef, breadcrumbs, egg, garlic powder, onion powder, salt, and black pepper. Mix well and form into small meatballs, about 1 inch in diameter.

Cook the Meatballs
In a skillet over medium heat, cook the meatballs until browned on all sides and cooked through, about 10-12 minutes. Remove from heat.

Combine Ingredients
In a large mixing bowl, combine cooked macaroni, marinara sauce, cooked meatballs, and fresh basil. Stir until well mixed.

Add Cheese and Bake
Transfer the mixture to a greased baking dish. Tear fresh mozzarella into pieces and distribute over the top. Sprinkle with grated Parmesan cheese. Bake in a preheated oven at 375°F (190°C) for 20-25 minutes or until cheese is bubbly and golden.
