Cook the Beef
In a skillet over medium-high heat, add the beef sirloin and cook until browned, about 5-7 minutes. Break the meat into small pieces as it cooks.

Season the Mixture
Sprinkle garlic powder, salt, and black pepper over the beef and vegetables. Stir well to combine and cook for another 2 minutes. Remove from heat.

Add Cheese
Stir in the provolone cheese until melted and fully combined. Let the mixture cool slightly.

Prepare Wrappers
Lay out an eggroll wrapper on a clean surface with a corner facing you.

Fill the Wrapper
Place about 2-3 tablespoons of the filling mixture in the center of the wrapper. Fold the bottom corner over the filling, then fold in the sides, and roll tightly to seal. Use a little water to help seal the edges.

Heat Oil
In a deep frying pan, heat vegetable oil to 350°F (175°C).

Fry the Eggrolls
Carefully place the eggrolls in the hot oil, a few at a time, and fry until golden brown, about 3-4 minutes per side. Remove and drain on paper towels.

Mix Ingredients
In a bowl, combine mayonnaise, sour cream, buttermilk, dried dill, garlic powder, onion powder, salt, and black pepper. Mix until smooth.

Chill the Sauce
Cover the ranch sauce and refrigerate for at least 30 minutes to allow the flavors to meld.
