    Prepare the Sauce

    In a small bowl, combine soy sauce, rice vinegar, sesame oil, cornstarch, water, sugar, and black pepper. Mix well until the cornstarch is dissolved. Set aside.

    Prepare the Seafood

    Rinse the shrimp and scallops under cold water. Pat dry with paper towels and season lightly with salt.

    Chop Vegetables

    Slice the bell pepper, chop the green onions, and mince the garlic and ginger.

    Heat the Oil

    In a large wok or frying pan, heat the vegetable oil over medium-high heat until shimmering.

    Cook the Seafood

    Add the shrimp and scallops to the hot oil and stir-fry for about 2-3 minutes, or until they are just cooked through and opaque. Remove from the wok and set aside.

    Stir-Fry the Vegetables

    In the same wok, add the minced garlic, ginger, sliced bell pepper, and dried chiles. Stir-fry for 2-3 minutes until the vegetables are tender and aromatic.

    Return the cooked shrimp and scallops to the wok. Stir in the sauce mixture and cook for another 2-3 minutes, allowing the sauce to thicken and coat all ingredients evenly.

    Finally, add the chopped green onions and stir to combine. Serve hot over rice or noodles.
