Prepare the Batter
In a large mixing bowl, combine the all-purpose flour, cornstarch, salt, and black pepper.

Make the Batter
In a separate bowl, whisk together the eggs and cold water until well combined. Gradually add this mixture to the flour and cornstarch mixture, stirring until smooth.

Heat the Oil
In a large pot or deep fryer, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).

Coat the Fish
Dip each white fish fillet into the batter, allowing the excess to drip off.

Fry the Fish
Carefully place the battered fish fillets into the hot oil. Fry in batches for about 4-5 minutes or until golden brown and crispy. Remove and drain on paper towels.
General's Sauce

Mix the Sauce Ingredients
In a medium saucepan over medium heat, combine the soy sauce, rice vinegar, honey, Sriracha, minced garlic, grated ginger, and sesame oil.

Simmer the Sauce
Bring the mixture to a gentle simmer and cook for about 5 minutes, stirring occasionally, until slightly thickened.

Finish the Sauce
Remove from heat and stir in the chopped green onions. Allow to cool slightly.
Assembly

Toss the Fish
In a large bowl, toss the crispy fried fish with the General's sauce until evenly coated.

Serve the General's Fish hot, garnished with additional green onions if desired.
