Prepare the Filling
In a large bowl, combine the shredded cabbage, julienned carrot, sliced bell pepper, chopped green onions, minced garlic, soy sauce, salt, and black pepper. Mix well and set aside.

Assemble the Spring Rolls
On a clean surface, lay one spring roll wrapper with a corner pointing towards you. Place about 2 tablespoons of the vegetable filling near the corner closest to you. Fold the corner over the filling, then fold in the sides and roll tightly. Seal the edge with a little water. Repeat with remaining wrappers and filling.

Fry the Spring Rolls
In a large pot or deep fryer, heat the vegetable oil to 350°F (175°C). Carefully add the spring rolls in batches, frying until golden brown, about 3-4 minutes per side. Remove with a slotted spoon and drain on paper towels.
