Add Tomatoes and Broth
Stir in the canned whole tomatoes (with juices) and vegetable broth. Use a spoon to break up the tomatoes slightly.

Incorporate Chiles and Seasonings
Add the dried arbol chiles, salt, and black pepper. Bring the mixture to a boil, then reduce heat to a simmer. Cover the pot and let it simmer for about 20 minutes to allow flavors to meld.

Blend the Soup
After the soup has simmered, remove the pot from the heat. Carefully remove the arbol chiles (you can slice them open and add more spice if desired) and blend the soup using an immersion blender until smooth. If using a traditional blender, let the soup cool slightly before blending in batches.

Garnish and Serve
Ladle the soup into bowls and garnish with chopped cilantro and crumbled cotija cheese. Serve hot.
