Preheat Oven
Preheat your oven to 350°F (175°C) and grease two 9-inch round cake pans.

Mix Dry Ingredients
In a large mixing bowl, combine the all-purpose flour, granulated sugar, cocoa powder, baking powder, baking soda, and salt. Whisk together until well combined.

Add Wet Ingredients
Add the eggs, milk, vegetable oil, and vanilla extract to the dry ingredients. Beat with an electric mixer on medium speed for about 2 minutes.

Incorporate Boiling Water
Stir in the boiling water until the batter is well combined (the batter will be thin).

Bake the Cake
Divide the batter evenly between the prepared cake pans. Bake in the preheated oven for 30-35 minutes, or until a toothpick inserted in the center comes out clean.

Cool the Cakes
Once baked, remove the cakes from the oven and let them cool in the pans for 10 minutes. Then, remove from the pans and let cool completely on a wire rack.

In a small saucepan, whisk together the cocoa powder, granulated sugar, and water over medium heat.

Add Spices
Once the mixture starts to boil, reduce the heat and stir in the cinnamon, chili powder, and vanilla extract. Continue to cook for 2-3 minutes until thickened.

Remove from Heat
Remove from heat and let the sauce cool slightly before serving.

Prepare Berries
Rinse the fresh strawberries and blueberries under cold water. Slice the strawberries if desired.

Assemble the Cake
Once the cake has cooled, place one layer on a serving plate. Spread a layer of chocolate sauce on top, then place the second layer on top and drizzle with more chocolate sauce. Garnish with fresh berries.
