    Prepare the Broth

    In a large pot, combine water, soy sauce, lemon juice, minced garlic, sliced ginger, salt, and black pepper. Bring it to a simmer over medium heat.

    Prep the Pampano

    Clean the pampano fish, removing any scales and innards. Make slits on both sides of the fish to allow for even cooking.

    Add Vegetables

    Once the broth is simmering, add the chopped green onions, sliced bell pepper, and julienned carrots to the pot.

    Steam the Fish

    Place the pampano on a steaming rack above the broth. Cover the pot and steam for about 15-20 minutes or until the fish is cooked through and flakes easily with a fork.

    Serve

    Carefully remove the fish from the pot, serve on a platter with the steamed vegetables, and drizzle with the broth.
