Prepare the Gelatin
In a small bowl, sprinkle the gelatin powder over the water and let it sit for about 5-10 minutes until it becomes soft and spongy.

Heat the Cream Mixture
In a saucepan, combine the heavy cream, whole milk, and granulated sugar. Heat over medium heat, stirring frequently, until the mixture is hot but not boiling.

Incorporate Gelatin
Remove the saucepan from heat. Add the softened gelatin to the warm cream mixture and stir until completely dissolved. Stir in the vanilla extract.

Pour into Molds
Pour the mixture evenly into individual serving glasses or molds. Cover with plastic wrap and refrigerate for at least 4 hours, or until set.

Serve with Berries
Once the panna cotta is set, top each serving with seasonal berries before serving.
