Cook the Pasta
In a large pot, bring salted water to a boil. Add the elbow macaroni and cook according to package instructions until al dente. Drain and set aside.

Prepare the Shrimp
In a skillet, melt 2 tablespoons of butter over medium heat. Add the shrimp, garlic powder, onion powder, salt, and pepper. Cook until the shrimp are pink and opaque, about 3-4 minutes. Remove from heat and set aside.

Make the Cheese Sauce
In a saucepan, melt the remaining 2 tablespoons of butter over medium heat. Whisk in the flour and cook for 1-2 minutes. Slowly add the milk, whisking continuously until the mixture thickens. Stir in the sharp cheddar cheese until melted and smooth. Add paprika and adjust seasoning to taste.

Combine Ingredients
In a large mixing bowl, combine the cooked macaroni, cheese sauce, and shrimp. Mix until well combined.

Prepare for Baking
Preheat your oven to 350°F (175°C). Transfer the mac and cheese mixture into a greased baking dish. Top with Panko breadcrumbs.

Bake
Bake in the preheated oven for 20-25 minutes, or until the top is golden and crispy.

Garnish and Serve
Remove from the oven, let cool for a few minutes, and garnish with chopped parsley before serving.
