Make the Dough
In a large mixing bowl, combine the all-purpose flour and salt. Add the oil and mix until the mixture resembles breadcrumbs. Gradually add water, kneading until you form a smooth, firm dough. Cover the dough with a damp cloth and let it rest for at least 30 minutes.

Prepare the Filling
In a pan, heat a tablespoon of oil over medium heat. Add the cumin seeds and let them splutter. Add the chopped onions and sauté until they turn golden brown. Stir in the grated ginger and green chili, and cook for an additional minute. Add the boiled and mashed potatoes, cooked green peas, coriander powder, garam masala, and salt. Mix well and cook for 2-3 minutes, allowing the spices to blend. Remove from heat and stir in the chopped cilantro. Let the filling cool.

Assemble the Samosas
Divide the dough into small balls (about the size of a golf ball). Roll each ball into a thin oval shape. Cut the oval in half to form two semi-circles. Take one semi-circle, and form a cone shape by folding it and sealing the edge with a little water. Fill the cone with the potato and pea filling, then seal the open edge by pressing it with your fingers. Repeat with the remaining dough and filling.
