Prepare the batter
In a large bowl, combine the all-purpose flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in the cold sparkling water until the batter is smooth and free of lumps.

Heat the oil
In a deep frying pan or pot, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C). You can test the oil by dropping a small amount of batter into it; if it sizzles and rises to the top, the oil is ready.

Batter the fish
Pat the fish fillets dry with paper towels. Dip each fillet into the prepared batter, ensuring it is completely coated.

Fry the fish
Carefully place the battered fish fillets into the hot oil, cooking them in batches to avoid overcrowding. Fry for about 4-5 minutes or until golden brown and crispy. Use a slotted spoon to remove the fish and drain on paper towels.

Prepare the potatoes
Peel the potatoes and cut them into thick fries. Rinse the cut fries under cold water to remove excess starch.

Soak the fries
Soak the cut fries in cold water for at least 30 minutes to achieve crispiness.

Fry the fries
Remove the fries from the water and pat them dry. In the same oil used for frying the fish, fry the potatoes in batches for about 5-7 minutes or until they are golden brown and crispy. Use a slotted spoon to remove the fries and drain on paper towels. Season with salt to taste.
