Prepare the Beef
Preheat the oven to 350°F (175°C). Rub the beef roast with olive oil, then season generously with salt, black pepper, garlic powder, and onion powder.

Roast the Beef
Place the beef roast in a roasting pan and cook in the preheated oven for approximately 1.5 to 2 hours, or until the internal temperature reaches 135°F (57°C) for medium rare.

Make the Gravy
Remove the roast from the oven and let it rest. In a saucepan, combine the beef broth and water, bringing it to a simmer over medium heat. Gradually whisk in the flour to thicken the gravy, adjusting with more broth or water as needed.

Slice the roast beef and serve hot, drizzled with the brown gravy.
