Prepare the Batter
In a large mixing bowl, combine the flour, cornstarch, baking powder, salt, and black pepper. Mix well.
Make the Batter
Gradually whisk in the cold sparkling water until the batter is smooth and has a thick consistency.
Heat the Oil
In a deep pot or fryer, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C).
Batter the Fish and Shrimp
Dip the shrimp and haddock fillets into the batter, ensuring they are well-coated.
Fry the Seafood
Carefully place the battered shrimp and haddock into the hot oil. Fry in batches to avoid overcrowding. Cook until golden brown, about 4-5 minutes for the shrimp and 6-8 minutes for the haddock.
Drain and Serve
Remove the fried seafood using a slotted spoon and drain on paper towels. Serve hot with your favorite dipping sauce.
