Preheat the Oven
Preheat your oven to 375°F (190°C) and line a baking sheet with parchment paper.

Mix Dry Ingredients
In a mixing bowl, whisk together the all-purpose flour, granulated sugar, salt, and cornstarch until well combined.

Whisk Egg Whites
In a separate bowl, using an electric mixer or whisk, beat the egg whites until frothy but not stiff.

Combine Ingredients
Gently fold the dry ingredients into the egg whites, then add the vanilla extract, almond extract, and water. Mix until you have a smooth batter.
Baking

Scoop Batter
Using a tablespoon, drop small circles of batter (about 3 inches in diameter) onto the prepared baking sheet, leaving space between each cookie as they will spread.

Bake in the preheated oven for 8-10 minutes, or until the edges are lightly golden.
