Prepare the Cabbage
Bring a large pot of water to a boil. Carefully remove the core from the cabbage head and place it in the boiling water for about 2-3 minutes or until the outer leaves are tender. Remove the cabbage and gently peel off the softened leaves. Repeat until you have about 10-12 leaves. Set aside.

Prepare the Filling
In a large bowl, combine the ground beef, uncooked rice, finely chopped onion, minced garlic, egg, salt, black pepper, and paprika. Mix well until all ingredients are evenly combined.

Assemble the Rolls
Take one cabbage leaf and place about 2 tablespoons of the filling at the base of the leaf. Fold in the sides and roll tightly. Repeat with remaining leaves and filling.

Make the Sauce
In a medium saucepan, combine the canned tomato sauce, water, sugar, salt, black pepper, and dried oregano. Bring to a simmer over medium heat, stirring occasionally for about 5 minutes.

Bake the Cabbage Rolls
Preheat the oven to 180°C (350°F). In a large baking dish, pour a layer of the tomato sauce mixture at the bottom. Place the cabbage rolls seam-side down in the dish. Pour the remaining sauce over the rolls. Cover with aluminum foil and bake for 45-50 minutes or until the rolls are cooked through.
