Prepare the Noodles

Cook the Noodles
Bring a large pot of salted water to a boil. Add the chow mein noodles and cook according to package instructions until al dente. Drain and rinse under cold water to stop cooking.
Marinate the Beef

Prepare the Marinade
In a bowl, mix the soy sauce, cornstarch, and sesame oil. Add the sliced beef sirloin and toss to coat. Let it marinate for at least 15 minutes.
Prepare the Vegetables

Chop the Vegetables
Slice the bell pepper, julienne the carrot, chop the green onions, and mince the garlic and ginger. Set aside.
Make the Sauce

Combine Sauce Ingredients
In a small bowl, mix together 3 tablespoons of soy sauce, oyster sauce, sugar, and black pepper. Set aside.
Stir-Fry the Ingredients

Heat the Oil
In a large wok or frying pan, heat the vegetable oil over medium-high heat.

Stir-Fry the Vegetables
In the same pan, add garlic, ginger, bell pepper, carrot, and green onions. Stir-fry for 2-3 minutes until the vegetables are tender-crisp.

Combine Everything
Add the cooked noodles, bean sprouts, and beef back to the pan. Pour the sauce over the mixture and toss everything together. Cook for an additional 2-3 minutes until heated through.

Plate the Chow Mein
Serve the beef chow mein hot, garnished with additional green onions if desired.
