Boil water in a large pot. Add chow mein noodles and cook according to the package instructions, typically about 3-5 minutes. Drain and set aside.

Marinate the Beef
Slice the sirloin steak into thin strips. In a bowl, combine soy sauce, cornstarch, and sesame oil. Add the beef strips to the marinade and let it sit for at least 15 minutes.

Stir-fry the Beef
In a large skillet or wok, heat 1 tablespoon of oil over medium-high heat. Add the marinated beef and stir-fry for about 3-4 minutes until browned and cooked through. Remove from the skillet and set aside.

In the same skillet, add another tablespoon of oil. Add garlic, ginger, bell pepper, carrots, and broccoli. Stir-fry for about 5-7 minutes until the vegetables are tender-crisp.

Return the cooked beef to the skillet with the vegetables. In a small bowl, mix soy sauce, oyster sauce, sugar, black pepper, and water. Pour the sauce over the beef and vegetables, stirring to coat everything evenly.

Add the drained chow mein noodles to the skillet. Toss everything together gently to combine and heat through for an additional 2-3 minutes.
