Prepare the Filling
In a large bowl, combine the julienned carrots, cooked rice noodles, sliced onion, chopped celery, shredded cabbage, and black pepper. Mix well until combined.

Assemble the Spring Rolls
Take a spring roll wrapper and place it on a clean surface. Spoon about 2 tablespoons of the filling onto the wrapper, fold in the sides, and roll tightly from the bottom to the top. Seal the edge with a little water. Repeat with the remaining wrappers and filling.

Fry the Spring Rolls
In a deep frying pan, heat the vegetable oil over medium heat. Once hot, carefully add the spring rolls in batches, frying for about 3-4 minutes or until golden brown. Remove and drain on paper towels.
