Make the Dough
In a mixing bowl, combine the all-purpose flour and salt. Gradually add water while mixing, until the dough comes together. Knead on a floured surface for about 5 minutes until smooth. Cover with a damp cloth and let it rest for 30 minutes.

Prepare the Filling
In a skillet over medium heat, add sesame oil. Sauté garlic and ginger for about 1 minute until fragrant. Add shiitake mushrooms, carrots, and green onions. Cook for 5-7 minutes until softened. Stir in soy sauce, salt, and pepper. Remove from heat and let cool.
Assembling Dumplings

Fill the Dumplings
Divide the dough into small balls. Roll each ball into a thin circle. Place a spoonful of filling in the center of each wrapper. Moisten the edges with water, fold, and crimp to seal.

Cook the Dumplings
In a large skillet, heat a small amount of oil over medium-high heat. Place the dumplings in the skillet, cooking for 2-3 minutes until the bottoms are golden brown. Add water (about 1/4 cup), cover, and steam for 5-7 minutes until cooked through.

In a small bowl, whisk together soy sauce, lime juice, chili garlic sauce, and rice vinegar. Adjust seasoning to taste.

In a mixing bowl, combine diced mango, red onion, cilantro, lime juice, and salt. Mix gently to combine and set aside.
