    In a medium saucepan, bring the water to a boil. Add the steel-cut oats and a pinch of salt. Reduce heat to low, cover, and simmer for 20-30 minutes until tender. Stir occasionally.

    In a large skillet, heat the vegetable oil or butter over medium heat. Add the chopped onion and garlic, cooking until softened, about 5 minutes.

    Combine Ingredients

    Add the ground pork and ground beef to the skillet, breaking it up with a spoon. Cook until browned, about 8-10 minutes. Season with salt, black pepper, sage, thyme, and add the bay leaf.

    Once the oats are cooked, remove the bay leaf from the meat mixture and combine the oats with the meat in the skillet. Mix well to combine all ingredients.
