    In a large mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, black pepper, paprika, and garlic powder. Whisk together until well combined.

    Gradually add cold water to the dry ingredients, whisking continuously until the batter is smooth and has a slightly thick consistency.

Frying
