Prepare the Batter
In a mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, black pepper, and garlic powder. Gradually whisk in the cold water until the batter is smooth and thick.

Prepare the Mushrooms
Clean the mushrooms by wiping them with a damp cloth. Remove the stems if desired, but keep the caps whole.

Heat the Oil
In a deep frying pan or pot, heat the vegetable oil over medium-high heat. Ensure the oil is hot enough (around 350°F or 175°C) for frying.

Batter and Fry the Mushrooms
Dip each mushroom cap into the batter, ensuring it is fully coated. Carefully place the battered mushrooms in the hot oil, frying in small batches. Fry for 3-4 minutes or until golden brown, turning occasionally.

Drain and Serve
Using a slotted spoon, remove the fried mushrooms from the oil and place them on a plate lined with paper towels to drain excess oil. Serve hot with your choice of dipping sauce.
