Prepare the Filling
In a skillet over medium heat, add the ground beef, salt, black pepper, and chili powder. Cook the beef until browned and cooked through, about 7-10 minutes. Drain any excess fat.

Assemble the Burros
Lay a flour tortilla flat on a clean surface. Spread 1/4 cup of refried beans in the center of the tortilla, followed by a portion of the cooked ground beef and 1/4 cup of cheddar cheese. Fold the sides of the tortilla over the filling, then roll it up from the bottom to the top to form a burrito. Repeat with the remaining tortillas and filling.

Heat the Oil
In a deep frying pan or pot, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C). Use a thermometer to check the temperature.

Fry the Burros
Carefully place each assembled burro into the hot oil, frying them in batches if necessary. Fry for about 3-4 minutes on each side or until golden brown and crispy. Remove from the oil and drain on paper towels.

Serve the deep-fried burros hot with sour cream, fresh guacamole, cooked rice, and cooked beans on the side.
