Mix Vegetables
In a large mixing bowl, combine the finely chopped cabbage, grated carrot, chopped green beans, chopped green bell pepper, and chopped onion.

Combine Ingredients
Add the ginger-garlic paste, all-purpose flour, cornstarch, salt, and black pepper to the vegetable mixture. Mix well until everything is evenly combined.

Shape Dumplings
Take a small portion of the mixture and shape it into small balls or patties, ensuring they hold together well.

Fry Dumplings
Heat oil in a deep frying pan over medium heat. Once the oil is hot, gently drop the dumplings into the oil in batches to avoid overcrowding.

Drain Dumplings
Fry until golden brown and crisp on all sides, about 3-4 minutes. Remove and drain on paper towels.
