Prepare the Fish
Clean the boneless fish fillets and pat them dry with paper towels. Cut into desired serving sizes, if needed.

Make the Batter
In a mixing bowl, combine the all-purpose flour, cornstarch, black pepper, salt, garlic powder, and chili powder. Gradually add water to the mixture, whisking until a smooth batter forms. The batter should be thick enough to coat the back of a spoon.

Heat the Oil
In a deep frying pan, heat oil over medium-high heat. The oil is ready for frying when a small amount of batter dropped into the oil sizzles immediately.

Coat the Fish
Dip each fish fillet into the batter, ensuring both sides are thoroughly coated.

Fry the Fish
Carefully place the battered fish fillets into the hot oil. Fry in batches to prevent overcrowding the pan. Fry until golden brown and crispy, approximately 3-4 minutes per side.

Drain Excess Oil
Once cooked, remove the fish fillets from the oil and place them on a paper towel-lined plate to drain excess oil.

Serve the pepper fish hot, garnished with additional black pepper if desired. Enjoy!
