Prepare the Batter
In a mixing bowl, combine the chickpea flour and water to form a smooth batter.

Incorporate Additional Ingredients
Add chopped green chilies, onion, ginger paste, garlic paste, turmeric powder, coriander powder, cumin seeds, salt, and half of the chopped cilantro to the batter. Mix until well combined.

Fry the Pakoras
Heat oil in a deep frying pan over medium heat. Once the oil is hot, drop spoonfuls of the batter into the oil to form small fritters (pakoras).

Drain the Pakoras
Fry the pakoras until they are golden brown and crispy, about 4-5 minutes, turning occasionally for even cooking. Remove them using a slotted spoon and drain on paper towels.

Spice the Yogurt
Add turmeric powder, coriander powder, garam masala, and salt to the yogurt mixture, and mix well.

Combine Pakoras with Yogurt
Transfer the fried pakoras into the yogurt sauce and let it soak for about 10-15 minutes.

Garnish and Serve
Serve kadi pakora warm, garnished with the remaining chopped cilantro.
