Prepare the Batter
In a mixing bowl, combine the flour, cornstarch, baking powder, salt, and black pepper. Gradually whisk in cold water until the batter is smooth.

Heat the Oil
In a deep skillet or fryer, heat vegetable oil over medium-high heat until it reaches 350°F (175°C).

Coat the Fish
Dip each fish fillet into the batter, ensuring it is fully coated.

Fry the Fish
Carefully place the coated fillets into the hot oil. Fry for about 4-5 minutes on each side or until golden brown and cooked through. Remove and drain on paper towels.

Assemble the Sandwich
On the bottom half of each hamburger bun, spread 2 tablespoons of tartar sauce. Place a piece of fried fish on top, add lettuce, and cheese if desired. Top with the other half of the bun.
