Combine Ingredients
In a large bowl, combine the sautéed onion and garlic, minced beef, rinsed rice, tomato paste, salt, black pepper, and lemon juice. Mix well until all ingredients are well incorporated.

Prepare the Grape Leaves
If using preserved grape leaves, rinse them under cold water to remove excess brine. If using fresh grape leaves, blanch them in boiling water for a minute until softened.

Stuff the Grape Leaves
Lay a grape leaf on a flat surface, vein side up. Place about 1 tablespoon of the filling at the base of the leaf. Fold the sides in and roll tightly, starting from the base. Repeat with remaining leaves and filling.

Simmer
Cover the pot and simmer on low heat for about 45-50 minutes, or until the rice is cooked and the grape leaves are tender.

Serve
Remove from heat and let sit for a few minutes. Serve warm with additional lemon juice and garlic sauce if desired.
