Make the Batter
In a mixing bowl, combine the flour, milk, water, eggs, salt, and sugar. Whisk until smooth and well combined. Let the batter rest for 30 minutes.

Heat the Pan
Heat a non-stick skillet or crepe pan over medium heat. Add 1 tablespoon of butter and allow it to melt, coating the surface.

Cook the Blini
Pour about 1/4 cup of batter into the hot skillet, tilting the pan to spread the batter thinly. Cook for 1-2 minutes or until the edges start to lift and the bottom is lightly golden. Flip and cook for another 30 seconds to 1 minute. Repeat with the remaining batter, adding more butter to the pan as needed.

Serve the blini warm with your choice of toppings such as sour cream, caviar, or jam.
