    Prepare the Ingredients

    Gather all the ingredients and chop the onions and carrots. Rinse the rice under cold water until the water runs clear.

    Sear the Beef

    In a large pot or dutch oven, heat the vegetable oil over medium-high heat. Add the beef chunks and sear until browned on all sides. Remove the beef and set aside.

    Cook the Onions and Carrots

    In the same pot, add the chopped onions and cook until they are soft and translucent. Add the julienned carrots and cook for another 5 minutes.

    Combine Ingredients

    Return the seared beef to the pot. Add the rinsed rice, whole garlic cloves, salt, black pepper, cumin, bay leaf, and water. Stir to combine.

    Cook the Plov

    Bring the mixture to a boil. Once boiling, reduce the heat to low, cover the pot, and let it simmer for about 20-25 minutes, or until the rice is cooked and the beef is tender.

    Serve

    Once cooked, remove the pot from heat and let it sit covered for an additional 10 minutes. Fluff the rice with a fork before serving. Enjoy your homemade Plov!
