Make the Dough

In a large bowl, combine the flour and salt. Create a well in the center, add the egg and water, then mix until a dough forms. Knead on a floured surface for about 5 minutes until smooth. Cover and let it rest for 30 minutes.

Prepare the Filling

In a bowl, mix ground beef, ground pork, onion, garlic, salt, black pepper, and dill until well combined.

Roll Out the Dough

After resting, divide the dough into two halves. Roll out one half on a floured surface until about 1/8 inch thick. Use a round cutter to cut circles (about 3 inches in diameter).

Fill the Dumplings

Place a teaspoon of filling in the center of each dough circle. Fold the dough over to create a half-moon shape and pinch the edges tightly to seal.

Cook the Pelmeni

Bring a large pot of salted water to a boil. Drop the pelmeni into the boiling water and cook for about 5-7 minutes, or until they float to the surface. Remove with a slotted spoon.

Serve

Serve the pelmeni hot with a dollop of sour cream on the side.
