Prepare the Oven and Pans
Preheat your oven to 350°F (175°C). Grease and flour two 9-inch round cake pans.

Mix Dry Ingredients
In a large mixing bowl, sift together the flour, sugar, cocoa powder, baking powder, baking soda, and salt until well combined.

Combine Mixtures
Gradually add the wet ingredients to the dry ingredients, mixing until just combined. Be careful not to overmix.

Add Boiling Water
Slowly stir in the boiling water until the batter is smooth. The batter will be thin.

Bake the Cakes
Divide the batter evenly between the prepared pans and bake for 30-35 minutes, or until a toothpick inserted into the center comes out clean.

Cool the Cakes
Allow the cakes to cool in the pans for 10 minutes, then turn them out onto wire racks to cool completely.

Heat the Cream
In a small saucepan over medium heat, heat the heavy cream until it begins to simmer. Do not let it boil.

Combine with Chocolate
Remove the saucepan from heat and add the semi-sweet chocolate chips. Let it sit for 2-3 minutes to melt the chocolate.

Stir Until Smooth
Whisk the mixture until fully combined and smooth. Allow it to cool slightly before using.
