Prepare the Vegetables
In a large bowl, combine the cauliflower, carrots, green bell pepper, celery, and red onion. Mix well to ensure even distribution.

Make the Pickling Brine
In a medium saucepan, combine the white wine vinegar, water, salt, sugar, black peppercorns, and dried oregano. Bring to a boil over medium heat, stirring until salt and sugar dissolve.

Pickle the Vegetables
Pour the hot pickling brine over the vegetable mixture in the bowl. Allow to cool to room temperature, then cover and refrigerate for at least 24 hours.

Combine with Anchovies
After pickling, drain the vegetables and reserve some of the brine. In a large bowl, combine the pickled vegetables with the white anchovies and drizzle with olive oil. Toss gently to combine.

Serve the white anchovy giardiniera as a condiment or appetizer. Store any leftovers in the refrigerator in a sealed container.
