Prepare the Green Beans
Wash the fresh green beans thoroughly under cold water. Trim the ends off and cut them into bite-sized pieces if desired.

Make the Batter
In a mixing bowl, combine the all-purpose flour, cornstarch, baking powder, salt, black pepper, and garlic powder. Gradually add the cold water to the dry ingredients, whisking until you achieve a smooth batter.

Heat the Oil
In a large pot or deep fryer, heat the vegetable oil over medium-high heat until it reaches 350°F (175°C). You can test the oil by dropping a small amount of batter into it; if it sizzles and bubbles, it’s ready.

Fry the Green Beans
Dip the prepared green beans into the batter, ensuring they are well coated. Carefully lower them into the hot oil in batches. Fry until golden brown and crispy, about 3-5 minutes. Remove with a slotted spoon and drain on paper towels.

Combine Ingredients
In a medium bowl, add the mayonnaise, sour cream, buttermilk, dried dill weed, garlic powder, onion powder, salt, and black pepper.

Whisk all the ingredients together until smooth and well combined. Taste and adjust seasoning if necessary.

Cover the ranch dressing with plastic wrap or transfer to an airtight container and refrigerate for at least 30 minutes before serving to let the flavors meld.
